RUF CASE STUDY

RUF FOR HOUSE - CLOSE RACE AUDIT

In the 2024 Kansas House of Representatives race for District 49, political newcomer Kurtis Ruf mounted a formidable challenge against incumbent Democrat Nikki McDonald. Despite being outspent by a ratio of 6:1 and lacking the governor's endorsement, Ruf narrowly lost by just 95 votes. This case study examines how Ruf's grassroots campaign strategy and emphasis on community engagement led to his remarkable performance.

Background

Kurtis Ruf, a Republican from Olathe, Kansas, is the owner and CEO of RUF AI, a company specializing in artificial intelligence solutions. He holds a bachelor's degree from the University of Kansas. Ruf's platform focused on maintaining a high quality of life in District 49 through policies aimed at lowering taxes, auditing government spending, fully funding education—including STEM programs—and prioritizing safety and security.

Campaign Strategy

Facing significant financial disadvantages and the absence of high-profile political endorsements, Ruf adopted a grassroots approach centered on direct voter engagement. He and his team conducted door-to-door outreach, personally visiting over 4,000 households within the district. This strategy aimed to build personal connections with constituents, allowing Ruf to convey his policy positions directly and address voters' concerns in person.

Votes Over Expectation Metric

Following the election, analyses revealed that Ruf led the state in all districts by the "Votes Over Expectation" metric. This metric assesses a candidate's performance relative to predicted outcomes based on factors such as party affiliation, incumbency, and campaign spending. Projections had suggested that Ruf would lose by approximately 600 votes; however, he surpassed these expectations, reducing the margin to just 95 votes. This significant overperformance indicates that Ruf's grassroots efforts effectively resonated with voters, enabling him to overcome substantial disadvantages.

Close Race Recount

As results came in on election night,  the race was undecided due to 95 votes,  or  less than 1% of the 13,400 voter total differential.   The Secretary of State Scott Schwab called for a law mandated close race recount which over the next 10 days confirmed the loss totals and Kurt conceeded in a letter to his opponent.

Community Impact

Beyond his campaign, Ruf has demonstrated a strong commitment to his community. His professional work in artificial intelligence aims to drive innovation and economic growth within the region. Additionally, his campaign's focus on fully funding education, particularly in STEM fields, reflects a dedication to preparing the district's youth for future opportunities. Ruf's emphasis on safety and security further underscores his investment in the well-being of his constituents.

Conclusion

Kurtis Ruf's near-victory in the 2024 Kansas House District 49 race exemplifies how determination, strategic grassroots campaigning, and a focus on community-centric policies can significantly impact electoral outcomes, even against formidable odds. His performance not only highlights the effectiveness of personal voter engagement but also positions him as a valuable contributor to the community, with a continued potential to influence local politics and policy.
